In the great practice of complete construction of wealthy society, how to dig out the potentiality of the public security affairs? The key is that the misunderstandings about bettering the allocation of police forces, about difficulty to act due to police force's transfer, about disability of the police because of shortage of police forces, must be settled. Then, the allocation of police forces will be well made, as well as effectively.
