Local Governance in the Era of Globalization:Constructing Institutional Foundations for Citizen Participation and Self-governance

摘要当代地方治理是在不可逆转的经济全球化浪潮冲击和挑战下兴起和发展的。全球化不仅客观上压迫、促使民族国家构建富有弹性、回应性和创新性的地方治理模式 ,而且全球化提出的公共问题也决定了当代地方治理的目标和行动方向。公民参与和自主管理是全球化时代地方治理的内在要求 ,是其本质特征的反映 ,同时 ,地方治理为公民参与和自主管理提供了制度安排和广阔的发展空间。 The challenges of economic globalization has inevitably led to the rise of local governance and contributed to development of it. The author maintains that the surging waves of globalization not only presses national states to establish flexible, responsive and innovative models of local governance, but also raises issues of public affairs that have set the purpose and directions for local governance. The author points out that in the era of globalization, citizen participation and self governance are both the internal requirements of local governance, which reflect the defining nature of it. On the other hand, local governance provides citizen participation and self governance with proper institutional arrangements and allows them large room to develop.
