摘要
国有企业改革中一个难题在于如何建立有效的激励与约束机制 ,充分调动经营者的积极性 ,实现经营者的人力资本价值。文章分析了有关理论和实践问题 ,并提出解决的建议和对策。
One of the difficult problems in the reform of state enterprise is how to establish the promoting and conditioning mechanism,to manoeuvre the propietors' enthusiasm and to realize the values of personnel resource.This paper analyses the relevant theories and the practical issues.It also proposes suggestions and countermeasures to solve the problems.
