摘要
本文从云浮水泥厂的决策依据、市场需求、资金来源、技术经济指标等方面论证了该厂符合经济特区的发展需要,认为此工程布局合理、经济可行,生产有保证。文章进一步指出:随着商品经济的发展,对新建工程项目,应建立风险意识,作到科学评估;推广以设计为龙头的总承包责任制;大胆利用外资;以效益为中心,保证企业有更好的经济效益和社会效益。
The paper Presents various aspects of Yun-Fu Cement Plant construction start from the policy decision, market investigation, funds acquisition and the technical and economical con-ditions of the project which meet the requirement of the development of special economical zone. The author considers that this project has reasonable location, feasible economical condition and ample support to production. The paper also points out: risks should be taken in determining a new project as far as commodity economy is concerned. However, scientific evaluation of the project should be made properly, contract system of responsibility headed by engineering work should be emphasized, daring to use foreign loan with profit to be considered as top priority so as to secure the projected en- terprise to have better economical and social benefits.
