摘要
本文从“三个代表”重要思想出发,就构建西藏大学校院二级管理体制进行了探讨,认为校院二级管理体制改革是新形势下高等教育办学机制与模式的一项探索和创新,是合理配置和用好高等教育资源的一种有效途径。
In this article, the author discusses how to build the second level administration system between university and department under the direction of 'Three Represents', and concludes that reformation of the second level administration system between University and Department is the new try of running school system and mode of advanced education, and is the efficient way of reasonably arranging and utilizing the resource of higher education.
