摘要
绿色壁垒即环境贸易壁垒,表面看来,它是国际贸易中的一种措施,实际上表现为全球环境保护与全球自由贸易之间的矛盾,发展中国家与发达国家之间的矛盾,现实状况与未来发展趋势之间的矛盾,其深层根源是国际正义问题,其中交织着两种价值观即生态伦理思想与功利主义的冲突。原则上,绿色壁垒是具有符合生态伦理精神意味的经济行为,它要求贸易的内容、过程、方式,产品的生产前、生产中、生产后,商品的销售、使用、用后都要符合一定的环保标准。因此,寻求"绿色壁垒"的突破既有技术的、制度的要求,也需要伦理的、价值的跨越。这就首先要对它的内涵,特别是其中所隐藏的价值观作出剖析。
Green barrier, called environment trade barrier.It is seemly a step in international trade, in fact, it reveals the contradictory between global environmental production and global tree trade, developing countries and developed countries, reality situation and future development, the deep source being a international just problem, with two values namely ecological ethic and utilitarianism conflicting. Green barrier is in principle an economic action complying with ecological ethic spirit, asking content、process、pattern、pre-production、mid- production、post- production、sale、use、post- use of trade to be subject to given environmental standards. So seeking the breakthrough of 'green barrier' needs ethic and valuable strides as well as the technical and systemic requirements. We should firstly make the analysis of its connotation especially the value hidden in it.
