摘要
21世纪是海洋世纪,海洋经济将成为国民经济的重要组成部分。本文从依法治海、可持续发展、人才开发、科技兴海、产业结构优化、机制创新、开放式发展、立体式发展、海陆式开发等方面探讨了21世纪我国海洋经济的发展战略及其实施策略。
The 21st century is ocean century. Ocean economy will become an important part of national economy. This paper studies the development strategies and implementation strategies about ocean economy in China in the 21st century, which include governing ocean by law strategy, sustainable development strategy, human resource development strategy, strategy of ocean development by science and technology, optimizing the industrial structure strategy, mechanism innovation strategy, open development strategy, three-dimensional development strategy, simultaneous development of ocean and land strategy.
