摘要
完整的公路快速货运系统应包括道路、场站设施、运输装备、通信信息、货物装卸分拣设备、运输组织与管理设施以及快运货物等 ;快运系统应具有快速、及时、方便 ,强调以信息为手段 ,各环节分工协作 ,全过程负责等特征 ;目前我国公路快速货运系统中 ,从道路、场站等基础设施到运输装备结构和运输组织等方面还存在不适应的现象 .为了合理、有效地发展公路快速货运业 ,必须从系统构成本身入手 ,整合现有资源 ,在此过程中需要有相关政策和措施来管制、引导和扶持 .本文从公路快速货运系统的特征、系统的发展现状及适应性出发 ,分析了目前我国公路快速货运结构存在的问题 ,并提出了促进。
The highway high speed freight transport system includes highways, stations and parking lots, transportation equipment, communication information, facilities for loading, unloading and sorting, facilities for transportation organizing and administration, and high speed transporting cargoes, etc. High speed freight transport systems demand speed, punctuality, and convenience. Systems priorities taking are advantage of information, cooperation between different sections, and responsibility for the whole procedure. At present, the phenomenon of inadaptability still exists in the high speed freight transport system of our country, from foundation structures like highways, parking lots and stations to transportation equipment and transportation organization. In order to develop the high speed freight transport system more rationally and effectively, we should start with the structure of the system, conform to the existing resources, and consummate the freight transport system. In due course, relevant policies and measures to supervise, lead and support are necessary and important. This paper analyzes the existing problems of current high speed freight transport system in our country, based on its characteristics, development situation and adaptability, and presents the proposition of policy of promoting and leading the development of the highway high speed freight transport system.
