摘要
公共危机应急系统是一个涉及众多领域,集技术因素与非技术因素于一体的复杂适应性系统,其中非技术因素又涉及政治、经济、法律、文化等人文社会科学的众多学科,应该作为一个体系来研究和建设。构建公共危机应急系统的非技术支撑体系对于提高政府危机管理水平,调集社会资源,降低危机处理成本,提高社会抵御危机灾害的能力和科学技术在应对危机中的效力具有重要的作用。
Since public crises emergency system involves a lot of fields, including technical factors and nontechnical ones, among which are numerous humanities such as politics, economy, law and culture, it should be studied and constructed as a whole system. The construction of public crises emergency system is of importance to improve the crises management level of the government, to concentrate the public resources, reduce the costs of crises disposal costs, and increase the power of the society in withstanding the crises and the importance of technology in reacting to crises.
