摘要
消除贫困,维持城市社会公平、公正,是实现城市社会可持续发展的根本手段。现阶段我国城市贫困问题是体制转轨时的必然产物,其实质是体制的贫困,并且我国城市贫困还具有进一步扩大的趋势。实现我国城市可持续发展的反贫困举措应就社会保障、就业、医疗、教育、组织机构等方面进行制度创新,逐步建立完善的城市反贫困体系。
Reducing poverty and protecting the social equality are the essential ways for realizing the sustainable development in city.The present situation of city poverty is the inevitable result of transformation of social system.In fact,it reveals the poverty of its system.The measures against poverty should be based on the innovation of systems—social welfare,employment,medical service,education and other organizations.
