摘要
科研机构改革是政府机构改革的重要组成部分。地方科研机构在改制时 ,应注意以下七个方面的问题 :建立专门管理机构、制定新的分类标准、确定转制的总体思路与突破口、把住“人才关”、实现产权与所有制转变、加大政策扶持力度、重视与地方高校合作。
The reform of scientific research institutions is an important part of government organ reform. During the process of local scientific research institutions'reform, there are following seven aspects be noticed: drawing a new classification standard, confirming the general thought and the breakthrough point, managing rightly personnel resource, actualizing the transformation of property right and the ownership, increasing the strength of policy support and attaching importance to the collaboration with local colleges.
