摘要
该文回顾 1 997年以来我国政府出台有关文件推动公立医院改革的基本情况和存在问题 ,提出了公立医院改革的深层次问题 ,并就医疗机构改革有关的各政府部门的职能协调、如何看待国有企业改革的经验与教训、公立医院改革中的产权问题、公立医院的法人治理结构。
The paper generally reviews the policies of Chinese Central Government focusing the administrative mechanism of public hospitals and analysis several key issues of the reform. It also discusses the government responsibilities of each department, experiences and lessons form enterprise reform, property right issue, administrative mechanism of the legal person, human resource reform as well as the classify management for the reform of the government hospitals.
