摘要
调整、改造、振兴东北等老工业基地是党的十六大做出的重大决策 ,对推动区域经济社会协调发展、实施国有经济布局战略性调整、实现我国工业化和现代化、提高我国经济的国际竞争力等具有重大战略意义。实施这一战略 ,必须着力推进体制创新 ,以改革开放促调整、改造 ,形成老工业基地内在、自主。
Adjusting, rebuilding and developing old industrial bases is an important part of our economic strategic adjustment in the new era and is of great significance to promote regional economy and social coordinative development, carry out the strategic adjustment of state sector distribution, realize industrialization and modernization in China and improve the international competition of our national economy. To carry out this strategy, we shall make great efforts to promote institutional innovation, promote adjustment and reconstruction through reform and opening up, and establish an internal, independent and beneficial economic increase mechanism in old industrial bases.
