摘要
政府利用自身所享有的政治权力资源,获取的与国家总体利益相偏离甚至相对立的自身利益。这些自身利益与其组织的目标和宗旨相背离,获取手段也往往违反国家的法律和规章,导致腐败和寻租。政府的这部分利益,我们把它称为政府的非正当利益。他具有违法性、突出的"行业性"等特点。它的产生原因是多方面的,给我国社会主义建设带来极大危害。鉴于此,我们应当对它进行有效的控制。
The government obtains its own benefits against the nation's benefits by taking advantages of the resource of political power it shares.These self-benefits conflict to the organization's aim and usually the way to get the benefits violates the laws and rules of the nation.Thus corruption appears.We call this kind of benefits non-right benefits.It has the features of 'legal'on the curface and 'illegal' in fact and of obvious'trade'charateristics.With many lauses,they do great harm to the socialist construction in our country and we should control them effectively.\;
