摘要
伴随着改革开放和经济、政治、文化的各项改革,中国正处于深刻的社会转型期。酝酿着诸多不稳定因素,这极易引起突发性的危机事件。政府如何应对这类危机事件,保证社会稳定,恢复经济秩序,维护其公信力和合法性,便成了其必须面对和解决的一个问题。因此,建构政府危机管理体系是当前我国各级政府必须高度重视与亟待解决的一个问题。
Following the open to the world and every reforms in the economic, political and cultural fields, China are in the deep period of the change of the society, there are many unsteady factors in the govennments' management, this easily causes surprised crisis incidents. How does the governments deal with such a crisis incidents to ensure the society steady, to return to the economic order, to defend to the public faith to the governments and the governments' legal status, all this become a problem that the governments must face and solve. So making the crisis system of the governments management become the problems that governments in the every level must pay highly attention to and urgently solve.
