摘要
弄清国家与社会的关系问题，是进行政府机构改革的前提，而市场经济发展所引起的国家与社会的二元化，则是我国政府机构改革的现实背景和宏观参照。国家权力与社会权力的分离，是政府机构改革的新视角；实现国家权力向社会权力的转移，是政府机构改革的着力点。
Understanding of the relation between state and society is prerequisite for govemment structure reform. The separation between state and society caused by market economy is the actual background and macro - reference-factor for China's govemment structure reform. The separation between state government power and social power should be the focus of attention in govemment structure reform; the successful power transfer from state govemment to society is the key to the reform of govemment structure.
