America,Germany,Britain and Japan all share the following common ground in the construction of small towns: extensive support fromgovernments at all levels,respect to the authority of planning and implementation according to the planning,importance attached to the construc-tion of basic facilities and social service facilities, importance attached to the inheriting of human environment and protection of ecologicalenvironment and the governments'encouragement of public participation in the construction of small towns.[
