摘要
土地利用总体规划是指导土地利用和实现土地优化配置的关键 ,而城市总体规划则在指导城市建设及引导城市建设管理协调发展方面起着决定作用。这两个规划都以国民经济长期发展规划为依据 ,节约和合理利用土地及其空间资源为原则编制的 ,应予充分的协调。在广泛收集有关河池市两个规划资料的基础上 ,该文仔细分析了河池市两个规划之间存在的问题和分歧 ,对两个规划就城市人口规模、城市用地规模、城市布局及用地发展方向进行了具体的协调工作 ,并提出了两个规划协调过程中的若干技术方法以及实施协调方案的若干建议。
The master planning of land use is the key to achieve fine allocation of land use,The urban master planning is determining role in guiding city's construction.These two plans are established according to long-term development of national economy,and economization and reasonable utilization of land is the principle of these two plans.These two plans must coordinate with each other.Based on the extensive collection in information of these two plannings in Hechi city,Guangxi,This paper analyses the problems and divergence between two plannings to achieve the coordination of these two plannings.It gives some methods and suggestion on how to harmonize the contents in these two plannings and proposals on how to implement scheme as well.
