摘要
大力发展现代远程教育，全面推进素质教育，是实施“科教兴国”战略的重要举措。利用现代信息技术，尤其是网络技术的现代远程教育，引起了教与学模式的改变，相对于传统教育，更有利于培养学生学习的自觉性、自主性和创新性。在现代远程教育系统推行素质教育是贯彻党的教育方针的需要，是时代的呼唤，是教育自身发展规律之必然。广播电视大学在推行素质教育中应采取七项主要措施。
Applying modem distance education and promoting guality education is an important measure of im- plementing the strategy of “invigorating the country through science and education”. Promotion of quality system is a need of carrying out our Party's educational policy, a times' call and a necessity of the regulations of education de- velopment. Therfore, Seven measures are put forwards in this artide to promote quality education according to the re- ality of RTVUS. Compared with traditional education, modern distance education system is more favourable to culti- vate the students' self - consciousness, initiative as well as innovation.
