摘要 小城市和建制镇土地集约利用程度低 发达国家的城镇化历程表明,城镇化水平达到30%后,城镇化即驶入快车道.目前,我国城镇化水平接近40%,已进入加速发展阶段,这一过程不依人们的意志为转移,也是我国实现现代化的必经之路.同时,我国城镇化水平还较低,而城镇化水平较低时,城镇发展以原有城镇的用地扩张和新城镇的崛起为主要特点,城镇地域面积由此将不断刚性扩展,用地需求量将持续增加.假设我国城镇化水平达到70%左右时城镇化过程基本停滞,16亿为我国人口最高峰值,届时城镇人口将达到11.2亿,比现在增加约6.2亿,即使按人均占地100平方米计算,城镇扩展就需要再增加用地600多万公顷,为现状城镇用地的近2.5倍! In China, the level of land intensive use in small cities and towns is very low, which resulting from unscientific, unreasonable urban and town planning, and other factors such as low prices of requisition farmland, low density of building, unstandard management. The measures to improve intensive land use in small cities and towns are shown in the following. First, to make development and construction programs, which should be scientific, reasonable and adapting to local actual conditions; second, to improve the macroeconomic control of real estate development; third, to strictly control newly increased building-site land, enliven inventory building-site land; forth, to improve system, policy and measure correlated.
