摘要
医疗保障制度改革的核心是费用制度的改革，即卫生费用的筹集、分配、使用和控制。其中，费用筹集机制的不健全是现行军队职工医疗保障制度中矛盾交错的关键点，如何建立多元化的筹资渠道和科学的增资机制，是保证职工医疗保障制度改革的顺利进行的根本。
The core of medical care reform is the reformation of the expense system, which includes raising, distribution, use, and control of medical funds. Among them, the unhealthiness of the fund-raising mechanism is the key conflict which is impeding the effectiveness of the current military medical care system. Therefore, how to set up multi-dimensional fund-raising channels and a scientific mechanism for increasing capital is the fundamental aspect which can bring about a smooth implementation of the current medical care reform.
