摘要
当前我国农民增收的妨碍因素主要有:全球经济环境变化,体制改革不配套导致体制的缺陷,管理手段不完善、管理水平不高,转移支付等增收政策短期内在农村难以推行,以及社会发展不协调等。要化解这些妨碍因素必须进行制度创新。
at toresent, there are following factors that influnce the pasents' in come : change of the world economil atmos phek ,the shortcoming of system resulting from the not match of system's reform, imperfect of managing measurement, the low level of management,transforming payment and those policies that in order to increase the in come within short period ase not easy to put forward.the of socid derelopment and so on,the in norativesystems become very imporfant to solve these influncial factors.
