摘要
本文根据有关资料对黑河流域水资源的数量、分布与变化特征进行了较为详细的阐述 ,并且从可持续发展的内涵出发 ,分析了该地区水资源开发利用中出现的问题及对策。结果表明 ,黑河流域水资源开发利用中所出现的种种问题固然与西北内陆地区气候干旱等先天不利条件有很大的关系 ,但最主要的原因还是人类对水资源的开发利用不当所造成的。因此 ,必须改变传统的以牺牲生态环境为代价的经济发展模式 ,社会经济发展应充分考虑流域水资源的制约条件。
The Heihe River situated in the Hexi Corridor area of Gansu Province is the most representative inland river in the arid zone of Northwest China. The water resources in the basin mainly roots in precipitation and ice and snow melting-water in the Qilian Mountain area and it plays an important part in the development on the society and the economy in the area. For more than ten years, the dry climate and the excessive use of water by human lead to a series of serious problems on zoology and environment, which hinder the social and economical development in the area. The quantity and the calculation of the surface and under ground water resources in the Heihe River basin, the composing, the supply source and the variation characteristics of the river runoff at the mountain pass of the main stream of the Heihe River are analyzed and elaborated systematically, the problems on the water resources exploitation and utilization in the basin and some countermeasures are discussed. The result shows though the problems on the water resources exploitation and utilization in the Heihe River basin are related to the connatural bad condition in the inland region in the northwestern China, the most important reason is the improper developing and using water resources. So the tradition society and economy development modes at the cost of immolating environment must be changed, and the society and economy developments should adequately consider the restrict qualification of the water resources in the basin.
