摘要
本文分析了广西生态环境建设存在的主要问题 ,认为实施退耕还林还草工程是实现经济发展与环境保护的“双赢”战略 ,并提出了广西退耕还林还草的指导思想、原则、布局和主要措施。
Based on the major problems of ecological environment in Guangxi Province,the authors think that reducing cultivated land to plant forest and grass is a necessary strategy to develop economy and protect environment,and the principle and measures are also suggested.
