摘要
本文分析了实施西部大开发三年以来的主要进展和存在问题 ,并对战略实施效果进行了初步评价。作者认为 ,目前我国西部大开发工作正积极有序地稳步推进 ,尤其是在基础设施和生态环境建设等方面取得了较大成效。然而 ,在吸引民间投资、软环境建设、地区工业化以及对外开放等方面 ,则推进比较缓慢 ,至今尚存在不少问题。因此 ,在“十五”后期和“十一五”时期 ,国家西部大开发战略要适当进行调整 ,加大改革开放的力度 ,加强软环境建设 ,加快工业化进程 。
This paper examined the progress in China's western region development and evaluated the effect of policy implemented after 1999 The results show that great achievements have been made in infrastructure construction and ecological improvement, but problems still exist in absorbing private capital, soft environment improvement, regional industrialization and openning up Therefore, the authors consider that it is necessary to adjust state strategy of western region development in the remaining period of the 10th Five Years Plan and in the 11th Five Year Plan, such as to speed up reform and openning up, to improve soft environment of investment, to accelerate the progress of industrialization, and to encourage more private capital to participate in western region development
