摘要
本文总结和阐释了发展经济学提出的发展中国家农业范式的理论内涵 ;从国家产业政策导向、改革成本分摊模式、“三农问题”处理三个方面 ,分析了中国农业失范现象 ;提出纠正中国农业失范现象 ,必须建立新的土地产权流转机制 ,增加农业基础设施投入 。
This paper summarizes and elaborates the theoretical meaning of agricultural pattern which is a developing economy conception.It analyzes from three aspects:firstly,the directions of our country's industrial policies;secondly,amortization of China's economic reforming cost;thirdly,the three famous agricultural problems.In the end,this paper also gives some practical measures to rectify this phenomenon.These measures mainly are establishing new land dominium granting system,increasing the investment of agricultural infrastructure construction,improving social security system for the concordant benefit of both urban and rural area and policy system aiming at the harmonious development of agriculture and industry.
