摘要
黄河三角洲资源丰富,具有巨大的开发潜力,但在自然条件方面也存在一些制约因素。黄河河口开发整治既要与下游整体防洪安全相协调,又要统筹协调国民经济与黄河治理的关系。为此,今后河口整治任务应为:控制黄河尾闾摆动,妥善安排入海流路;修建和完善防潮堤坝;搞好引黄工程及其配套工程,建设平原或滨海水库;建立和完善排水系统;利用黄河泥沙改造盐碱荒地,填海造陆,为三角洲开发服务。
The Yellow River Delta is rich in natural resources and has tremendous potentialities of development.While, there are also some existing problems on natural conditions.The development and training of the Yellow River mouth should well coordinate not only with flood control works on the lower river, but also the relationship between the national economy and the river management.Thus, the tasks of the river mouth management in the future should be as follows: control the shifting of the river mouth and make a flow path into the sea properly; build and perfect tidal dykes; build irrigation works and their auxiliary works and build coastal reservoirs of plain-type; build and perfect drainage systems; and transform salinealkali waste lands, gain more lands by filling up the ocean and serve the development of the delta.
