2001年1月1日中华人民共和国档案行业标准《归档文件整理规则》正式施行。 《规则》中 明确提出了文书立卷改革的中心内容是将以“卷”为保管单位改为以“件”为保管单位。本丈将两种立 卷方法的利弊进行比较、论述,提出自己的看法。
On January 1, 2001 the Regulation for Filing Documents took into effect in People's Republic of China as a standard for filing documents. The regulation pointed out that documents should be filed in the form of an item instead of items. This article compares the advantage and disadvantage of the two forms and then presents some opinions.
