摘要
通过对齐齐哈尔市干旱及其成因的分析,提出了应因害施治,走综合治理统筹规划的科学抗旱之路,并提出"六和小区"式的生态抗旱模式。
From analyzing the drought and the causation in Qiqihar, this paper puts forward the scientific drought prevention method of governing on the basis of damage, synthetical governing and overall planning. And it also poses the ecological drought prevention model of 'Liuhe Community' type.
