摘要
地方高校财政拨款体制多元化结构是伴随着地方高校管理体制多元化而逐步形成的 ,但这种体制结构在效率与公平方面所表现出来的问题和困难 ,并不是高等教育管理体制改革的必然结果 ,恰恰相反 ,所有这些问题的存在正是地方高等教育管理体制改革还不彻底 ,新的体制还不完善的自然反映。
The current diversified structure of financial allocation system for local universities and colleges has been formed along with the diversification of the management system of local universities and colleges. However, the operational problems and difficulties concerning educational efficiency and equality are not the inevitable outcome of the structural reform of higher education. On the contrary, the existence of all these problems is the natural reflection of the incompleteness of the structural reform of local higher education and the necessity for further optimization of the new management system. The author puts forward recommendations for the further reform of the financial allocation system for local universities and colleges.
