摘要
小浪底水利枢纽工程是治理开发黄河的关键性控制工程。由于工程部分投资利用世界银行贷款,故工程建设管理按照国际招标工程的管理模式进行。一方面,世界银行贷款的使用对小浪底工程建设管理的顺利实施起到了积极的推动作用;另一方面,世界银行贷款的使用也带来了一些棘手的问题。小浪底水利枢纽建设管理局在对这些问题的探索和处理过程中,积累了许多宝贵的经验,为国内其他工程,特别是国际工程的建设管理提供了很好的借鉴。
