摘要
运用文献资料法 ,对计划经济下的政府管理特征进行分析 ;探讨了社会主义市场经济条件下政府职能的定位。研究表明 ,我国政府体育管理职能仍具有过多的行政色彩 ,滞后于体育改革的要求 ,应以市场为导向进行政府制度创新。即从权力无限政府转变为权力有限政府 ,从行政治体转向依法治体 ,从无所不为转向有所为、有所不为 。
By using the method of literature, the present thesis has made an approach of the characteristics of government's administration under the planned economy, and inquired into the orientation of government's functions under the condition of socialist market economy. The results reveal that the Chinese government is still doing too much in the management of sports, which is unable to meet the requirements of sports reform, so the government should carry out the market orientated institutional innovation, i.e. it should be turned from that with no limit to power into that with a limit to power, from managing sports in an administrative way into doing it in a legal way, from stopping at nothing into attempting and accomplishing something, as well as attempting nothing to some extent, thus improving the efficiency of government's managing sport.
