摘要
日本明治维新和中国清末新政都是在国际、国内背景十分相似的情况下发生的,变革的外在表象,看似如 出一辙,而实际上,在改革的内容、目的和历史作用方面还存在着极大的差异。
Japan' s Meiji Reform and the New Policies of the late perrod of Qing Dynasty were faced with similar national and international environments. They looked the same, but in fact, there existed great differences in the contents, purposes and historic in fluence of the reforms.
