摘要
经济杠杆的制度建设是我国建立社会主义市场经济体制的一项最重要任务。但是经济杠杆的制度建设既是在深化改革中进行的,又是在不间断地对宏观经济波动进行调控中进行的。深化改革要求经济杠杆的制度建设要符合市场经济体制运行的长期要求;而宏观调控又迫切要求经济杠杆完成短期调控的任务。这样就产生了经济杠杆制度建设的长期要求与迫切实现宏观调控任务短期要求的矛盾。这种矛盾在我国经济体制改革中曾多次出现,并产生了一些消极的影响。及时消除这些消极影响,减少给改革带来的障碍,将成为今后深化改革中应给予特别关注的一件事情。
The systematic construction of the economic leverage is the most important task for establishing the socialist market economy system in China. The systematic construction of economic leverage is, however, carried out both in the course of deepening reform and in the continuous macro-economy adjustment and control. The requirement for deepening reform is that the systematic construction of economic leverage should comply with the long-term operation of the market economic system while the requirement of macro-adjustment and control is that the economic leverage should complete the short-term adjustment and control . Thus the contradiction arises between the long-term requirement for constructing the economic leverage system and the short-term requirement for urgently carrying out the adjustment of macro-economy. Such contradiction came into being many times in our country’s economic system reforms, and had some adverse effect. To remove these adverse effects and reduce the obstacle for the reform timely is what we should pay more attention to in deepening reform in the future.
