摘要
讨论了如何利用DEA方法和逆DEA方法对洪涝灾害造成的损失进行相对评估和预测.该数学方法利用GIS的数据库,借助于GIS空间拓扑叠加、空间统计功能和数字高程数据,计算不同的受灾区域在不同的淹没水深时造成的相对损失,并能对实际的或假设条件下的洪涝灾害损失进行评估和预测.
In this paper, we introduce a disaster damage evaluation and forecasting model which is a core part of a flood assessment system which has been used in the National Flood Prevention Chain of Command. The model mainly consists of the DEA method and inverse DEA method. Based on a database of GIS, techniques of spatial topologic piling of GIS data, the methods assesse or forecast relative damages of several disaster areas caused by the flood for both cases: disaster happened already and disaster simulated.
