摘要
矿业权市场是市场体系的重要组成部分。该文以马克思商品价值论为基础 ,对矿产资源属性进行分析 ,提出矿业权资产不等于矿产资源资产 ;国有地勘单位与矿业权是密不可分的 ,矿业权资产包括国有地勘单位的劳动物化和地质工作者的体力和智力总和 ;国家在矿业权市场建设中需处理好矿业权权益归属问题和矿业权收益的分配问题 。
Market of mining rights is an important part of the market system. Based on the Marxian theory of commodity value, properties of mineral resources are analyzed in this paper. The author suggests that assets of mining rights are not equal to those of mineral resources themselves. Stateowned geological exploratory organizations and mining rights are closely related. Assets of mining rights contain the materialized work of stateowned geological exploratory organizations as well as the physical power and intelligence of geological workers. The nation should properly deal with the ascription of mining rights and the distribution of income of mining rights in constructing the market of mining rights . Stateowned geological and exploratory organizations should also own the management obligation of mining rights.
