摘要
实现可再生资源综合利用是经济全球化趋势、加入WTO以及实现社会经济可持续发展的时代要求。本文考察了我国几大类主要的可再生资源的利用现状与未来发展趋势,针对目前面临的严峻形势,对我国的再生资源综合利用从战略指导思想、基本原则、远景目标和发展途径等方面进行了思考研究。最后,从提高意识、加强管理、筹措资金、开发技术以及完善立法等五个方面提出了促进我国可再生资源综合利用的对策与建议。
To use recycling resources synthetically is the requirement of our times facing three tides of economic globalization,WTO and sustainable development.This article reviews current situations of some important recycling resources usage and future tendency in China,brings forth a series of opinions about how to use recycling re-sources synthetically.These opinions include strategic thoughts,basic principles,future objects and development approaches for China to realize synthetic usage of recycling resource.At the end,in five aspects such as social understanding improvement,control and management strengthening,fund-raising,new technology R&D and legisla-tion perfecting,this article brings forth the advices and counter-measures to accelerate the synthetic usage of re-cycling resources.
