摘要
完善的公共应急法制是国家公共应急系统中最重要的非技术支撑体系之一。非典疫情危机的发生表明,我国的公共应急法制亟待加强,目前主要存在两个方面的问题:一是现行公共应急法制尚不健全;二是现行公共应急法制执行不到位。公共应急法制建设是一个宏大的社会系统工程,涉及诸多要素和环节。我国公共应急法制建设的重点是尽快完善我国各层次、各领域的公共应急法律规范,制定出我国统一的紧急状态法。
In this paper, the relation between crisis of SARS cases and law system construction of public emergency is examined. It further analyzes the fundamental concept and ingredients of law system on public emergency, and studies the present situation and noticeable problems concerned. Finally, the improving measures and evaluating system of public emergency law system are proposed.
