摘要
西部大开发需要金融大力支持 ,但现行的统一投融资体制存在着发展条件需要改善 ,而政府预算与投资不足 ,产业结构需要调整而资金缺乏等四个方面的矛盾 ,在借鉴美、日区域经济开发投融资经验的基础上 ,建议从转变投融资调控方式 ,实现投资主体企业化、多元化 ,实施区域化金融调控政策 ,改善融资环境等七个方面构建西部区域化投融资体制。
Western development needs great financial backing, but this has contradictions with the present integrated investment and funds circulation system, such as contradictions between improvement of development conditions and shortage of government budget, industry restructuring and the shortage of funds , ect. On the basis of introducing America and Japan's investment and funds circulation experiences in regional economic development, the article puts forwards suggestions on western regional investment and funds circulation system, covering fields such as changing regulating methods in investment and funds circulation, realizing industrialization and polarization in investment subject, realizing regional financial regulating policy and changing environment for funds circulation.
