摘要
通过对近年来湖南省在经济运行中出现的收入增速放慢、全国排位后移、收入结构不合理以及地方财政收入不足等问题进行分析,认为经济规模偏小、资金投入不足、经济结构不合理、城市化水平低等是其主要原因。对此,提出了转变发展观念、改善发展环境、完善财税体制、加快工业化和城市化进程、发展开放型经济等对策,以期在湖南省尽快实现党的十六大提出的全面建设小康社会的奋斗目标。
On the basis of the analysis of financial problems in Hunan province in recent years, such as growth rate of state revenue slowing down, economic status in China drawing back, irrational income structure, insufficient local revenue, etc, the author thinks small economic scale, inadequate investment, irrational economic structure, low urbanization rate are the main causes. In view of this situation, he puts forward such measures as transforming viewpoints of development, improving developing environment, perfecting financial system, speeding up the process of industrilization and urbanization, developing openmode economy, in order to realize the objective of a struggle.
