摘要
矿产资源开发在西部经济发展中占有重要的地位,但原有的矿产资源开发存在经济效益低、资源浪费大、对环境和生态破坏严重等问题,对西部经济的可持续发展造成了很大困难。因此,必须改变单一资源型经济,变资源优势为竞争优势和经济优势,为此必须实施可持续发展战略,实行资源开发与生态环境保护并重的政策,在资源开发由计划调控向市场导向转变的基础上,加强政府对矿产资源合理开发利用的宏观调控作用,从体制、政策、法律、规划、管理等方面进行改革和创新,以保持西部地区的经济与社会的可持续发展。
The exploitation of mineral resources plays an important role in the western economic development. But the former exploitation of mineral resources has brought about a lot of serious problems as low economic results, a large amount of resources wasted, severe destruction in environment and zoology and so on. All these problems result in great difficulty in sustainable development of western economy. Therefore, we must change the simple economic model which is mainly relied on natural resources. We should transform the resourceful advantages into competitive and economic advantages. A sustainable developing strategy must be brought into effect .At the same time the policy of balancing the exploitation of natural resources andprotection of zoology should be carried out. Based on transforming the way to exploit natural resources from planned control to market control, the government should strengthen the macro- function during the process of exploitation of mineral resources. Some related policy, law and plan should be established. The older systemand the management should be reformed. Thus, the sustainable development of western economy and society can be maintained.
