摘要
洛阳市高新技术产业化应以信息化建设为基础 ,注重用高新技术改造传统产业 ;政府在科技创新中的任务是 :创造制度环境、积聚创新人才、塑造创新的微观主体、建设创新的组织载体 ,完善投融资体系和在政策操作层面实现制度创新。
High and new technology industrialization in Luoyang should be based on information construction,and pay attention to transform the traditional industry with high and new technology.Government's tasks in scientific and technical innovation are creating the system environment,gathering innovative talents,moulding the micro subject innovated, building organization carrier that innovates,perfecting investment and financing system and realizing system innovation in policy.
