摘要
市场经济的发展,科学技术的进步以及垄断自身的弊端,是政府放松自然垄断产业管制的主要原因。要提高自然垄断产业的效率,必须实行产权制度改革,构造有效竞争市场,加强法制建设。
The author of the paper considers that the main causes for government to lessen its control ove naturally monopolized industries are development of market economy, advancement of technologies and malpractice of monopoly. He points out that the following measures should be taken to improve the efficiency of naturally monopolized industries: reform of property right system, establishment of effectively competitive market and reinforcement of legal system.
