摘要
在前人研究的基础上,采取了规范研究、演绎法和归纳法等研究方法,探讨农业技术创新内涵,对其特征进行明确的界定。结果表明,广义的农业技术创新是指为了获取潜在利益,通过新技术的研究开发、传播、转化、应用等一系列活动,使生产要素的组合发生变化或进行重新组合,从而产生效益的一切技术经济活动的总和。农业技术创新包含硬技术创新和软技术创新;包括农业技术的一次应用和二次应用;它是农业经济发展的内生变量,是一个经济、技术和社会的综合概念;同时,也是一个复杂的综合系统。农业技术创新成功与否应以是否投入农业应用,产生经济效益或社会效益或生态效益或三者的综合效益为衡量标志。农业技术创新具有系统性、公共产品特性、创新主体和创新动力多元性、不确定性、创新时滞长等特征。
The paper discusses the concept of agrotechnique innovation and defines the characters. Criterion study method , deductive method and inductive method etc are used in the discussion. The relative conclusion shows that agrotechnique innovation in broad sense means that a sum of technical and economic activities. That is to say that these activities produce benefits by changing production elements' combination or resetting production elements and obtain latency benefit by a set of activities which include developing, spreading, transforming and applying. Agrotechnique innovation involves hard technique innovation and soft technique innovation; agrotechnique application and agricultural reapplication. In general, it is an endogenesis variable, an integrate concept of economy, technology and society. At the same time, it belongs to a complex integrate system. Whether agrotechnique innovation is successful lies in whether it was applied into agriculture and producing economic benefit, social benefit, ecological benefit or integrate benefit. Characters of agrotechnique innovation can be summarized as systematicness, public production identity, variety of innovation parts and motivations , uncertainty and long innovation time lag. It is obvious that agrotechnique innovation differs from technique innovation in other fields. Therefore the effective way to advance agrotechnique innovation should be built on the basis of sufficiently understanding its concept and characters.
