摘要
库区消落地是可以进行选择利用的珍贵的土地资源,它的利用与管理对于缓解人地矛盾,保护库区生态环境等都具有重要意义.三峡库区消落地的利用既有理论上的依据,又有实践上的佐证;借鉴其他库区消落地利用中的经验教训,三峡库区消落地合理利用的必备条件是:深入调查研究,做好利用规划和利用前的准备工作;强化部门之间的联系,搞好服务工作;加强政策扶持,调动群众的积极性;严格监督管理,实施土地用途管制;明确权属,运用经济手段促进消落地的开发利用;健全法制法规,使消落地的利用有法可依.
Appearance and disappearance land is valuable land resources.Its utilization can relax the contradiction of human and land and protect reservoir's ecological system. In order to utilize rationally appearance and disappearance land in Sanxia reservior,some proposals were proposed based on the experience and lesson of other reservoirs,strengthening plan and preparation before utilization; giving aid in policy and arousing people's initiative; adopting land use control; using economic method to promote exploitation; founding law on utilization of appearance and disappearance land.
