摘要
单向交通是解决城市交通拥挤、增加通行能力的最直接、最有效、最经济的一种方法。首先介绍了单向交通的沿革及其优缺点 ,并分析、论证了在实施单向交通的过程中应满足的设置条件。其次 ,总结了在规划城市单向交通方案时所采取的一般性的方法及步骤 ,即现状调查→方案拟定及方案评价→方案择优 (模糊综合评判法 )→效益分析。并且重点介绍了模糊综合评判法的评价体系和评价方法 ,其中 ,评价指标的确定方法采取Telphi法。在本文最后 ,以哈尔滨市单向交通组织规划为例 ,对上述方法的应用过程进行具体说明 。
One-Way Street is one of the direct,efficient,economic methods to traffic congestion and traffic volume.Firstly,this paper introduces its evolution,advantages and disadvantages,and demonstrates its conditions when changing one street into unidirectional street.Secondly,the run-of-mill method and processes to urban One-Way Street planning program is summed up,that is from investigation to present conditions to studying out and assessing programs to selecting the best(employing Comprehension Assessment)and to benefit analysis.In addition,introduces FUZZY Comprehension Assessment and its system with emphasis,thereinto,Telphi method is applied to decide the assessing factors.Finally,regarding Harbin City as an example,this writing explains the methods application above to practice.Accordingly,the practicability of theory brought about hereby in this paper can be proved logically.
