摘要
在局部修宪不能解决宪法体系缺陷的情况下 ,全面修宪已成为必要。宪法第 2章《公民的基本权利和义务》应增加一些基本权利 ,有些权利需要补充或修正 ,权利的排列顺序也需作适当调整 ;
Amending the Constitution of the People' s Republic of China comprehensively is necessary Chapter II The Fundamental Righ ts and Duties of Citizens of The Constitution should be amended in such aspects as several rights should be added, some rights need to be reinforced or revised and the sequence of these rights also needs to be modified properly in additio n, the contents of the fundamental duties should be cut out appropriately.
