摘要
新公共管理运动要求政府和公共机构将公民当作客户 ,积极回应公民。这隐含着把公民视作公共服务和公共产品被动接受者的危险 ,忽视了与公民之间开展协作。作者对这一做法提出质疑 。
The evolution of the New Public Manageme nt movement has increased pressure on state bureaucracies to become more responsiv e to citizens as clients. This is an important advance in contemporary public ad ministration, however, the citizen been treated as passive receiver of public se rvice and public good. The author criticizes this tendency of NPM theoretically and empirically, which obscures the significance of citizen action and participa tion through overstressing the (important) idea of responsiveness. Second, the a rticle proposes some guidelines for the future development of the discipline. Th is progress is toward enhanced collaboration and partnership among governance an d public administration agencies, citizens, and other social players such as the media, academia, and the private and third sectors.
