摘要
OECD成员国政府人力资源管理改革趋势和经验主要是 :公共部门与私人部门的人力资源管理趋同 ;直线部门拥有更多的灵活性和自由度 ;强调绩效和公共服务的道德标准 ;政府努力成为“优秀的模范雇主”。OECD成员国政府的人力资源管理改革尽管受到了一些批评 ,但在从规章约束的管理文化转向基于绩效的管理文化。
Reform Trends of the Government Human R es ource Management(HRM) in OECD Member Countries mainly is: HRM in the public sect or became similar to its private sector counterparts; line ministries and/or lin e managers had greater flexibility and freedom in HRM; governments tried to secu re accountability of line ministries and /or line managers in HRM; and governme nts made efforts to become the model of a good employer. Although the government human resources management reform was criticized in OECD member countries, ther e is some significant impact in the shift from a rule-bound management culture t o a performance-based management culture and supporting broader organizational r eforms.
