摘要
在市场化背景下 ,公债政策应体现反周期和体制转型两方面的要求 ,为改革和结构调整支付必要的成本 ;我国进一步发债的空间已经不大 ,公债应适时淡出 ,与配套改革互动 。
The article aims to analyze the effect of public bond policy in China and make a suggestion that public bond, under the background of market-oriented reform, sh ould be used both to iron economy fluctuation and to promote reform. Since we ha ve quite limited space to issue public bond any more, the policy of public bond should fade out with cooperative measures to prevent financial risks,
